  • The Counter Terrorism Certification Board has established and maintains a voluntary and comprehensive certification scheme – Certified Intelligence Analyst (CITA).

    Certified Intelligence Analyst is meant for intelligence and security professionals. Earning a CITA Credential demonstrates your competency in 5 main domains:

Neil Quarmby

Neil Quarmby is considered the leading expert in the Southern Hemisphere regarding intelligence in regulation. He has an impressive and extensive career in intelligence both in Australia and internationally in the fields of military intelligence, law enforcement, national security and regulation. Recipient of the 2016 Australian Institute of Professional Intelligence Officers (AIPIO) individual award for distinguished contribution to the intelligence profession in Australia, Neil has an extensive career in operational and strategic intelligence; serving in the Australian Defence Force for over 20 years. Following his retirement from military service, Neil was a senior manager of a national strategic crime assessment agency, going on to develop and manage a strategic intelligence capability in the Australian Crime Commission.

Neil subsequently became the head of a national operation into organised criminal penetration of the air transport sector and, in 2005, he took up a position creating and managing an integrated compliance risk and intelligence system in Medicare Australia. Since then, Neil has led the operations of two other regulators, one in work health and safety, and the other monitoring the performance of not-for-profit businesses involved in social and affordable housing.

Neil is the co-author of the book ‘Managing Intelligence: the Art of Influence’ and the sole author of ‘Intelligence in Regulation’. He founded Intelligence Rising with the goal to make professional intelligence training available to all sectors, and has since delivered intelligence training to practitioners all around the globe.
